I update mjpegtools rpm package to 2.1.0 and conflicts with y4mscaler, I
check the code and y4mscaler is in the source , so y4mscaler is
integrated into mjpegtools, correct ?

You are correct.
We (to be honest Steven did all the work) have integrated y4mscaler into
the mjpegtools so you have it available. If you have y4mscaler on your
system before please remove it. I guess that hint didn't make it into
any news.
